U.S. trying to promote crisis in Venezuela: foreign minister

Speaking at the U.N. headquarters in New York, Arreaza said "threats" and "supposed sanctions" from the United States are "uncivilized politics."

He said Venezuelan President Nicolas Maduro will not attend the annual gathering of world leaders at the U.N., scheduled for next month.
